Transit thru US for landing from India?

Hi folks,

My sister plans to land in Vancouver from New Delhi. Can she transit thru San Francisco instead of flying direct to Vancouver. She WILL NOT enter US- just catch connecting flight from San Francisco. The reason for the same is, I want to accompany her.

Is it possible?

If she goes thru US immigration at San Francisco, then it is as good as entering US whether you take a connecting flight or stay over for a month in US. Since she is not landed Canadian immigrant yet, you cannot claim a visa free entry to US.
