They have termed this effort as "Bi-specialization" wherein all I-140 and the related I-485 etc will be processed by TSC/NSC.
One would imagine there will be some adverse effect on the processing times.
TSC has been working on the transferred asylum cases since September, 2005, and the transition has gone well. The center is positive that the transition of added I-140 or I-485 cases will go easily.
They will approve all the asylees, refugees, illegals, etc. before they get to the Employment Based ones.
