transferring to local office?

I am not familiar with transferring the cases to local office.Can anyone explain?...

Is INS or BCIS is doing that or They person who has applied for gc wants to transfer and what is the advantage if it transferred to local office.

BCIS transfer the case for interview at local office mostly if they need to verify some information from you !

BCIS takes this decision, we can not do anything about this !

So If A case is transferred to local office there is only one way to get GC approval is after attending the interview or is there any other chances?.
If there is any other chances what is the difference between RFE and transfer?..

May Be I am extending this question little longer sorry for that but If I get answear for this. I can get a good pcture about the scenario.

You ought to appear for the interview

to get GC if your case is transferred to local office. I have come across no simple way,which will get you an approval in such a case w/o the interview.

RFE (request for further evidence) is call for submitting additional paper(s) as evidence to clear any doubts INS officer has about your eligibility.

Its purely his/her call to send an rfe or transfer case to local office, once he/she has a doubt.
