Transferring TIME & DOCUMENTS from one country to another?? Please Advise

Hi Everyone!
Can anyone advise me how long is the processing time to transfer file from one country to another?

Where should we contact to transfer the file and what are the documents needed to request transfer?

By when we should notify if there is need of change of CP?

Case Transfer Request

From one Consulate General to another Embassy/Consulate
If you wish to have your immigrant visa file transferred from one Consulate General to another U.S. Embassy/Consulate, the Embassy/Consulate which have your case file will need to receive a formal request from the Embassy/Consulate in the country where you wish to apply. Upon receipt of this request, they will immediately forward your file for their processing. You should send a written request to the Embassy/Consulate where you wish to apply, explaining the reason for the transfer. It is also a good idea to include evidence of your legal permission to remain in the country where you wish to process the immigrant visa.

You can complete this form and include the letter explaining the reason for the transfer.

Also how long is the transferring time?

If your file has been tranferred to a consulate/embassy, it means an interview date has been scheduled for you. The original registration date possibly could be the original/scheduled interview date.

As for how long it takes, it depends on each individual consulates. Some consulates are busy such that it may take a considerable length of time to get schedule for visa interview. If you have a high case number, it's advisable not to transfer your case file to another consulate.
 
9 FAM 42.33 PN7 TRANSFER OF CASES
(TL:VISA-374; 03-20-2002)
Posts are to follow normal IV case transfer procedures when a DV applicant
asks that his or her case be transferred to a different post for processing.
(See 9 FAM 42.41 PN3.) DV cases should not be returned to the KCC for
forwarding to another post as this delay may disadvantage the applicant,
resulting in loss of opportunity for the visa interview and visa issuance if
there is retrogression in the rank-order number.
