transferring another H1b while one with the current employer is pending

Hi,

i was working with the company A. Then company B filed for my H1B transfer about 3 months back and I started working for company B on getting the receipt. My h1B transfer for company B is pending and I am expecting approval in 1 month.
But, company B is laying me off now and I have found another job with company C.
Can company C file H1B transfer for me or do I have to wait for the H1B approval for company B.
