Transfering H1 Petition before visa stamping?

Hi All,

I have been issued a 221G during my H1 visa interview in Chennai(India) consulate. My H1 sponsor is a consulting company. The consular asked me to produce the client information where i actually will be working. The 221G asks me to produce the client information like offer/duration/PO in the client's official letterhead. My sponsor is not able to arrange the interview/client details for the last 6 months.

I approached few consulting companies, they are saying they can refile(revalidate) my existing H1 petition (I797) and get a new H1 petition in their name. They are saying this will not come under H1 quota. This is like reusing my existing H1 petition for a new client.

I am not aware of this process.

1. Is it possible to transfer H1 petition to a new sponsor before stamping the visa?

2. What are the documents required for this?

Never heard of transferring an H-1B while the employee is outside of the U.S. One of the most important criteria of H-1B transfer is recent paystubs. Yes, a H-1B transfer case is not subject to quota. It all depends on the attorney of the new H-1B sponsorer.
