Transfer of application to India

I applied for PR in July2001 and recieved confirmation, but no progess after that. Now I have to move back to India due to some unavoided reasons. Is it possible to transfer my application from US to India?

Info about file transfers.

"Question:

Last month I sent my file transfer fee to Nairobi requesting that my file be transferred to the Consulate General in Buffalo. Have you received my file? When can I expect to receive my visa?

Answer:

If your file was transferred before 28 June 2002, you should allow 3-4 months for it to arrive at its destination. Under the new Immigration and Refugee Protection Act, we no longer transfer files."

did you apply in july 2001? or july 2002? if it was july 2001, you should have got some response by now from CIC. otherwise, ask for CAIPS notes and see at what stage your application is stuck. if it was july 2002, then you really need to call up buffalo and talk to them to find out what can be done in your situation, good luck.
