Transfer from one univeristy to another

My friend came in to USA on student visa for University A.

He didn't like that university in the orientation class and university B agreed to give him an admission.

Would that be allowed?

Can student who came on University A I-20 can transfer to University B before the semester starts?

University A can opt not to release him from his obligation to them. He would be free to return to home country but not to another univewrsity.
