Transfer approved H1 petition before starting work

This is my status,

1) I am currently in the US on F1 visa (OPT)
2) I have a approved H1B petition by Company A which is valid from October 2004.
3) I am not working for Company A currently.
3) I now got an offer from Company B.

Question,
Can Company B transfer the petition that was approved for Company A.

I dont have any pay stubs from Company A though. Will this cause any problems.
 
the only way that it can be a transfer is if you have worked for the company and generated a few paystubs. An ideal case scenario would be to work for the first company for 6 months and then transfer the visa to the second company. Otherwise the second company will have to file the H visa as a new petition

i am in my o.pt, and i worked in the company A for past 6 months but in my o.pt status and h1 approved from oct 1, so can i transfer that h1 to company B?
