i came here on a J1 visa and was granted asylum . i also have a waiver for the 2 year home residency but the agency is asking me to pay the cost of the training? Do i have 2 pay? I already paid the money to my co-signer in my home country and he paid it to the government. i have reciepts they're saying u paid the wrong person. anyone had a similar situation?

Who are "they"? Who asked you to pay for your training? Did you already apply for your adjustment? Is this something the INS requested from you when your asylum was approved?
