Training H-5 or specific skills H14. What is better?

Let’s say I’m a computer programmer who was getting highly tailored unique skills (e.g. programming language A and practical usage of the language A) at his previous company in “on job training” (at least 1 year). Also, this language could be learned only on practice!!!

What’s my key point of getting PERM because my company can not find anybody else who knows programming language A.

What is better?
1) Indicate the “programming language A” in the question H-5 “Is training required in the job opportunity?”.
OR
2) Enter the “programming language A” into H14 “Specific skills or other requirements”

What is the advantage/disadvantage of #1 and #2?
