"Training fee" for H1B 7 year extension ?

Darn. I didn't get my EAD and I now lawyer is saying that employer will need to pay $1,500 in H1B fees (training fee) to USCIS.

Is this necessary when filing an extension ???
I work for K-12 non profit, hopefully it will be exempt.
