Traffic Violations and I-485

Would a conviction of reckless driving require a positive response to the following questions on the I-485? On the DMV website for my state I see reckless driving under traffic violations but it is also listed as a Class A misdemeanor.

Have you ever, in or outside the U.S.:

a. knowingly committed any crime of moral turpitude or a drug-related offense for which you have not been arrested?

b. been arrested, cited, charged, indicted, fined or imprisoned for breaking or violating any law or ordinance, excluding traffic violations?
 
Does not quality

Reckless driving qualifies as a driving offense and so does not need to be included in the filing
 
Ticketed back in 2004 for 'Unsafe Driving'. Missed the court date. They issued the warrant with $300 bail. Next day went to court/police station, paid bail. At policy station, they took the mug shot, finger prints etc. Does it sound like 'Arrested'? Does it have to be in I 485 application?
