Yes. I declared my traffic tickets on the N-400, and attached the dispositions of those tickets. The officer reviewed the dispositions at the interview and explicitly said that minor traffic violations have no bearing on the application. As it has been mentioned on various threads before, they are probably looking for things such as "reckless driving", "DUI" etc..
 
How old do the tickets have to be to include?

But do you only include tickets in the past 5 years (i.e. since your Green Card) or ever since you have been in the US?

You would have to disclose all the tickets you have received since you've been in the USA. Nowhere it is explicitly mentioned that you need to disclose it for past 5 years only. The question reads as:

Have you EVER been arrested, cited, or detained by any law enforcement officer

Actually, the way I read it as you would need to disclose the citations/Detentions/Arrests you received outside the USA as well (not just for the period you have been in the USA)

For most people this question is applicable for Traffic Offenses only, but some may have been arrested/detained for non-traffic voilations even outside the USA.
