My observation and my discussion with some lucky friends make me believe that the gap between the RFE issue date and the RFE response receipt date is a very important factor as it sets a new priority for one's case.
If one responds within two weeks, chances for getting approval within a month improves drastically; however, if the gap is more than a month, chances for hearing-good-news-soon decreases drammatically (I guess, INS has an unwritten policy that states that if they don't receive the response soon, the applicant does not deserve a quick approval.)
This is just an observation and this theory holds water if you look at September and October '01 approvals. With this in mind, let's start a discussion thread with participation from not-yet-luckies who took more than a month to respond to RFE.
