Tourist Visa Rejected - Need Info Please

I need some help in identifying what can be my next steps. I will keep it brief and appreciate all the help.

My sisters tourist visa was refused for the 2nd time in 3 years in New Delhi. The officer did not look at anything but her prior rejection stamp and asked questions about me such as where I worked and where I went school etc.

Some brief details:
Sister: - Married in late 30's. 2 Kids. Working.Owns 2 houses etc. She was coming alone for 3 weeks. My mother has been to US 8 times in past 17 years.
Self - Lived in US 17 years. Naturalized Citizen. Gone to school(s) here. Married to a born citizen. Kids. At one point worked at State Department but not in the Counselor Affairs section. Household income is good.

First time, my wife (who is born in USA) sent the paperwork etc and the tourist visa was refused. Reasons were that a) my sister was travelling with kids and not with her husband and b) she did not travel to other western countries

This time my sister feels that her prior stamp set the tone for the interview. All questions were asked regarding me which she answered. The questions asked that pertained to her were a) who is buying your ticket b) what is your household income. There also seemed to be a person entering the booth where the visa officer sat and they exchanged some information more than once and the visa officer covered the microphone with his hand. (kind of suspicious!). When she asked the reason whe was told that they do not have to give a reason.

I am not sure what can be the recourse. I feel that if I complain etc, these visa officers will take her interview again but will stick to the original decision. I was told to contact congressmen and I am not sure if that helps.

I would appreciate any feedback.

sorry to hear that your sis's visa got rejected. i cant offer any advice...unfortunately. my sis is going for her visa soon. i have sponsored it. i am a perm resident. she is visiting for a symposium but is applying for visa at mumbai consulate for her two kids too...so not sure if similar situation as your sis will happen - not travelling with husband and all....now I am worried....hope her interview goes well.
