Tourist visa for a friend

Hello everyone,
My father's friend likes to visit USA and he wants us to provide the affidavit of support for their visa application. Has anyone heard of inviting a non-relative and have the tourist visa been issued in that case?

Your thoughts/insights highly appreciated.

I sent a affidavit of support for a a family friend and they got a 10 Yr visa from the Chennai consulate. Though this was some time early last year.
