Lately I have seen a tremendous increase in the number of RFEs on 140s and even 485s. I thought there was some memo last year that instructed the officers to issue fewer RFEs. I think this is just a stalling tactic. Here is what the officer thinks.
Issue a RFE and delay the case for another 1-6 months. In the mean time approve a few cases without issuing RFEs. This way no one can say that they are not working on cases. If a study is done I am sure we will learn that due to these RFE stalling tactics officers get away with approving fewer cases in longer time periods, all the while seeming really busy. Brilliant ...
