My summary
1) Reducing Backlog is 6th priority among the 7 highlighted points
2) 3 Pilot programs before May 2004 will be implemented to reduce backlog.
3) "Fast track options" ? will be created for faster processing.
4) depending on success of no 2 these pilot programs will waterfall to all applications.

Baseline.. seems like they are doing something... but still backlog reducion is low prioirity.....

I am glad they have "Improved Customer Service for Immigrants" even listed in their priorities. Obviously, they can't prioritize this any higher... considering the other items. Let us wait and see what those pilot programs are and whether they actually take off by May 2004.
 
It seems to be a great news if they can implement as they say.

Backlog reduction placed in #6 out of 7 does make sense because it is the document from DHS instead of USCIS, USCIS is only part of DHS, and immigration is not so important for DHS
 
I agree with deepak45. It's a huge step that they even included immigration among their priorities. It seems that somebody heard the efforts of some pressure groups such as this forum. Kudos!
 
I don't like the sound of this.

Sounds like the pilot programs will probably speed up new cases
first and if they are successful then they will roll them into the
whole system.

I guess in the long run if we all get short approval times that will
be terrific but I gotta tell you it sure is going to be painful for guys
with old dates watching people get approved after 6 months while their wait continues.

I hope I am wrong. I usually am.;)
 
I was particularly amused by "Fast track options" in other words it is highly indicative of premium processing like initiative....

IMO, this is some more PURE BS that INS peddles on a daily basis. I will believe it to be true only when I see the approvals on ground. Other than that it is all hog wash.

I don't think the department of HS has done ANYTHING in the past year, other than pick m & m's from a jar, and based upon its color changed the security alerts.

How many terrorists have the caught? How efficient has the visitors checks become? If anything, now no one know what is happening. So I will take this with a big pinch of salt.

Pilot programs - current processig rate

will these Pilot Programs effect the already slow processing rate
of old I-485 applications .

this is WEIRD that the pilot programs are for new applicants,
they can as well start these programs for old applicants
instead of new applicants - i miss the logic here

Priority #6: Improved Customer Service for Immigrants
To reduce the backlog of immigration service applications, the Department of Homeland Security will re-engineer existing systems to substantially decrease processing times and create fast track options for the bulk of applicants. The department is creating a series of new pilot programs aimed at a systematic deduction in processing times and paper flow. By May 2004, three new pilot programs will be in operation around the country. Lessons learned from these programs will be incorporated into a more wide scale overhaul of the process.


What are the 3 pilot programs ???????
1. 90 day I-485
2. Concurrent adjudication of I-140 and I-485
3. Expedited I-551 processing

Did DHS refer to these or are there any other pilot program????
