To which address is plastic card sent?

- Address in column 10, DS230 Part I, OR
- Address in column 11, DS230 Part I, OR
- Address in column 29, DS230 Part II

Does the address on the IV (final address in the US), which will in all probability match one of the 3 addresses above, supercede address in column 11, DS230 Part I (if they are different)?
 
it goes to the address ....

on the visa packet that was issued at the consulate ....

U can also change that address at the POE ....
