Regarding my approved and stampped case, I called 1-800 number. For non receipt of plastic card since two months after stampped.

An officer said that first I will receive Welcome letter. Your card not procesed yet, but you will receive card befor expiry of pp stamp i.e. within 12 months.

I have seen in forum that interviewed cases not receive welcome letters. Furhter someone said that welcome letter consist a new receipt no. An officer on phone also asked about receipt no. I said last letter I received is an approval letter and nothing after that. I have filed AR 11 change of address, I had received a receipt of I765, which was filed before approval,at new address even than officer said change of address is not updated and he took new address.

Now question: With whom I talked ? with nsc office or Kuntaky? Because after primary talk with 800 no. , when I was not having a new receipt no., officer diverted my line to other department. What may be this Cleveland office or kuntaky(chang of address) office ? This NEW RECEIT I am hearing first time, I never heard about this in forum.

Anyone have an idea, please share your views/opinions etc.

I had an interview, and got a I-181 welcome letter (I actually I got 6 original copies) after the approval of my EB3 interview. The case number on the welcome letter lets you track the progress of the card. (Card ordered, Card made, Card sent)

It seems most people do not get welcome letters, so don't worry if you haven't gotten one.

Give it a few more months, and if you still don't get your card in the mail, you'll have to file a I-731 to find out what happened to your card. After you get the reason you may need to file an I-90.

All my details are in my signature, as you noticed :D
The I-181 Welcome Letter is not a plastic card, its a paper letter. It can't be used as proof of permanent resident status upon re-entry into the United States. Really it has no other value except to say "Welcome" and to give you a case number for the processing of the card.

You can use your I-551 passport stamp for re-entry without any problems.

CR is 17/12 and again i-90 rd is mid of april. You received plastic card in april or previous dec 04 ?

My first card was recieved in December 04. It had errors on it, so I filed for a corrected card, which arrived in February 05.
