to raju about this year priority dates movements

Dear raju,
i need to ask you this question as i expect that you have the vision and experinece the figure it out,do you expect the priority dates movement this year be like 2003 (good) ? and when can i expect to reach my date in F2b case , it was sep/95 and they work in may/95? i wish you can answer me,note NVC is now processing my P3 so does the NVC take in mind when transfer the case to consulate that the priority date will be current soon ?
