i want to ask does the consulate get BCIS for family IV which has process throw NVC ,and if so it do it before or after the interview date ?

I am not too clear about this. I believe the background check
of some sort takes place during the I-140 approval.

Again I have seen several posts where candidates have said
name checks are being made at the Consulate level also.

To answer your question if there is a check at the Consulate it
would be done before they fix the interview for you.

The above is just my assumption. I am not sure!
