to postpone fingerprinting date?

a friend on mine came to USA to renew his GC , 10 year expiry date is coming.
He lives in UAE and dont plan to move in here in the near future.
After applying he waited two months for fingerprinting letter but did not get it.
He had to go back to work and as soon as he left letter was in the mailbox.

Now he does/can not return right away , because of job situation there.

What is the course of action here to have that fingerprinting date postponed as far in the future as possible?

The context of what you ask is not clear from your question. Are you asking about renewing the GC or N400 application?

Assuming it is the latter you can postpone fingerprinting by returning the letter and asking for a new appointment date. But you cannot ask for a specific date (you can try to ask but dont expect them to honor it). Also you cannot ask for a vague date (like "sometime as far out as possible"). Also you cannot keep asking reschedules of fingerprinting dates forever.
Why doesn't your friend apply when there is a greater chance of his being around for most of the application process? Does he meet all the residency requirements? If so why not continue doing this till he can be around in the US for a few months to finish up the N400 application here?

If your friend is applying for citizenship and has no intention to live here he would need to be dishonest under oath.

Is US passport the only reason for application?
If he becomes a citizen he will have additional rights (like freer travel) but also obligations like paying taxes and filing tax returns in the US every year.
 
i said renew his GC, he is not applying for citizenship.
what does he return with the fingerprinting letter after signing it, is there a form to make such a request etc?
 
Let me try again.

My friend have had GC for almost 10 years, he got it through kinship.
He gets reentry permit every time he needs to and go back to UAE.
He came here few months ago to
1. Get reentry permit
2. Renew his GC , its expiring this year

He applied for both.
He did not get biometrics appointment for more than 2 months and he could not stay any longer.
He got that letter after he left, date for fingerprinting is Jan 27th i think

He can not get back for this date and wondering what should he do?

I hope this make sense.

Can he come back in another couple weeks or month after the original appointment (the letter does say one can come in the following Wednesday or some such as walk-in)...

There are very few 'can not get back for this date' successful arguments when one is putting a GC on the line... if the GC expires he's toast, not to mention being toast for basically living in the UAE and desperately trying to hold on to a GC...
