I received my waiver letter from DOS on December 24, and in the letter it says a copy has been send to the Texas INS center on December 19th.

I still did not hear anything from the texas INS center, no notice of action, no nothing.

Shall I try to contact INS, but I dont have any number so I dont know if it will be of any help.

Meanwhile I want to apply for H-1, I dont know what to do, I dont know how long do I have to wait, do I apply with only DOS waiver...?

Is there anything I can do to expedite the wiaver from the INS.
 
I have observed that DoS waiver is enough for H-1B petitions if filed at the same service center (Texas in your case). However, INS waiver will be needed if and whenever you go for visa stamping at a US consulate.
