here is why do I know that Detroit INS pushing for Naturalization:

“The following is the official information I received from the INS in
Detroit: During the remainder of April and May, the INS District
Office will not be scheduling adjustment of status interviews. They
Will be catching up on naturalization interviews instead... "

“I” in this case refers to an immigration attorney.

The bottom line is the fact that every INS office has different processing times. You can check this site for a good reference:

I agree with you that they have been processing things a little quicker. I applied for my adjustment of status in 99. I got approved in Dec of that year. However, I just got my plastic card two days ago! How weird!

So does it mean they will clean out all those 3500 application by May and start to process this year application from June? Any update information?

In June and July, adjustment interviews will resume. INS hopes to clear out its backlog of 3500 adjustment cases filed pre-2002. Then after July INS will start scheduling cases filed in 2002.
