I’m a Canadian citizen on J1 visa(2Y HRR), doing my 1st year fellowship in C&A Psych(Mass.).
While reading this great forum, I learned that I can’t obtain the “no objection letter”(since Gov. of Canada already provided “letter of need”) for my J1Waiver.It looks like that Conrad 30 via GIA is the way to go in my case.
Questions:
1. Do I need the advisory opinion from DOS given the above info, or I should go ahead and apply for the case #.
2. Since my Exchange Visitor program #( on my DS2019) starts with “P-3-xxxxx” I presume that I’m founded by US Government(I guess via ECFMG). DOS reviews the file to see whether USG funding is involved; if it is, DOS then requests the views of the USG agency or department providing such funding are sought.
a) who is the gov.agency/ department providing the funding in my case,
b) how long it takes for those two parties to communicate, or in other words, how much longer this will prolong the paperwork agony of Conrad 30 Waiver.
3. Can someone provide the processing times ( in wks/months) for Conrad 30 J1 waiver, starting , lets say, Dec 2006( IGA in Massachusetts).In this forum I was able to find on few places just No Objection pathway timelines.

You are a physician, you where sponsored through ECFMG, you had a letter of need from Cdn--> HRR
I don't think you need to get an advisory opinion you have a 100% chance for an HRR.

If you where a graduate medical education trainee, the federal goverment reimbursed your hospital for your salary and benefits through the medicare program.

Center for medicaid and medicare services. But as I mentioned, for physicians this question is irrrelevant. Grace of the AMA we have this law that sticks us with an HRR even if we came to train on a J1 with private foundation money.

Conrad30 doesn't even look at the issue of funding.

Contact the Mass dept of health (or better have your prospective employer contact them).
If you are shooting for dec, you should get started on this. Collect the information on HPSA (mental health) status of your practice location, have your attorney talk to the dept of health for their documentation requirements etc. Collect information on %age of medicaid patients, the practices sliding scale etc.

As a physician you are not eligible for the 'no objection' waiver, period (think about that when you write that check to AMA).

You might want to contact the canadian embassy regarding a no-objection letter anyway. I had to provide one to the state department of health before they would sponsor my waiver. it is their way of protecting themselves against bleeding heart liberals accusations of 'stealing doctors from the poor 3rd world' (forget about the fact that a good share of waiver docs come from distincltly 1st world places with ample supply of physicians).
 
Oh, by the way. Conrad 30 is not the only program you are eligible for:

- Appalachian regional commission for jobs in the appalachian mountains
- Delta Regional Authority for jobs in the Mississipi watershed
- Veterans Administration for jobs at VA facilities
