TN1 without having to first book a flight?

Is there a way to apply for a TN1 visa or get a pre-approval over an airport (Pearson Airport) without having to first book a flight (to apply for it)?

My fear is, if I get rejected, I lose the value of my plane ticket.

I called them several times and either no one picks up or the line is busy.

There is no such thing as a pre-approval for TN. Part of the requirement is you need to show that upon approval of the TN you will proceed immidiately into the United States. At the PFI in the airport, you can prove this by showing a plane ticket. Without the planer ticket, they won't approve you.

At a land POE, you have already satisfied that requirement simply by being at the POE, since the POE is in the United States. If you get denied, you can go home, and reassess your application, and try again as soon as the next day.
