Timeline to file and when to get paperwork started

I am a US citizen. I read that paperwork for I-130, I-485 and that they shouldn't be filed within 60 days. The girl who is here needs to leave within 90 days (Visa waiver will be up).



Paperwork would be filed around the 70th day or so.

But, what is the timeline issue?

- If a birth certificate is requested and the date of issue is within the 60 days, is that a red flag?

- If a contract for the hotel where the civil wedding will take place is signed within the 60 days, is that red flag?

- If the doctors examination is done within the 60 days, is that a red flag?

Basically, should I hold of on making any kind of moves until after 60 days?

Avoid filing I-485 for somebody who entered with the visa waiver. They are clamping down on such visa waiver users who file to adjust status.

File the I-130 now (without any I-485 or medical), with a consulate specified for question 22, then she should leave the US before 90 days are up and wait for the case to be forwarded to the US consulate in her country.
