how early can one apply for the NORI? i will finish my fellowship in june 2006. i hope to get a waiver job and the process rolling by june 2005. can i apply for the NORI right now? if i get the NORI, do i still need the no objection certificate in order to get the DS 2019 for july 2005-june 2006?
