Time to receive RFE in mail

RFE i issued on my case on May 21,2004. Until today my attorney hasn't received it

Per online message, it says if I don't receive the RFE in 14 days I have to call that dumb 1-800 number to enquire.
When I enquired USCIS, they say I have to wait for 30 days[until June 21] to raise an inquiry

Could anyone suggest other alternatives to get this RFE?

Normally it does not make more than 5 days to receive a RFE.
