before PERM it used to take a long time for labor cert and other steps for immigrtion for physicians in NE states, NY,NJ, CT etc. Now with PERM does it matter which states PERM is filed? It should be OK to file for GC in those states as it might be in midwestern, northern states? Meaning are there certain states that one should exclude from the job search so as to avoid getting caught in long wait for GC.
