Time limit on Detention in TX

Hello,
I know someone who currently has been detained in a Houston detention unit. Is there a maximum time limit to which they can hold him? (eg. 1 year?)

Both ICE and he are unable to retrieve any travel documents, Birth Cirt and Passport.

USCIS has to release you if they still have not deported you 90 days after applying for travel documents or 6 months after final order of removal if you are not hindering your removal or a danger to society. If you are not released after 6 months you may want to file a petition for a writ of habeas corpus.
 
You're almost correct, the 90 days starts when your order becomes final. If you appeal, the clock doesn't start. They can make you do a second 90-days with Washingtons approval.

What country are we talking about?
 
Also.. Your friend just can't sit in jail and not attempt to help ICE get a travel document. At some point they will serve him a warning that he must help, if he doesn't, they can take him to Federal Court and he could get some prison time. And when he is done with that 2 or 3 years, the process of getting the document begins again.
