Time it takes to receive Certified PERM in mail

Can someone share how long it took them to receive the certified ETA 9089 copy in mail?
Also, can you file 140 without the certified copy?

Depend it could take from a week to few week.

Not more than 2 weeks. You can file for 140 only if your certificate is lost in the mail and DOL will then send the certification direct to USCIS
