Time gap between I140 and CP application

Hi,
Just had few questions -
1)Can application for CP be made simultaneously with I140 or has to be done only after 140 is cleared?
2)How much maximum time gap can i have between I140 approval and application of CP. Is there anything like expiration of 140 approval?
3) Due to some family obligations i cannnot enter US for 3 years from now. In the meantime can i apply for labor ,140 and CP? After I140 approval is there any stage where application can be delayed, or will i need to enter US at certain stage?

1. No, it cannot be made simultaneously.
2. Ones I-140 approved your case will be forwarded to NVC. NVC will be doing tha pacing. When your PD becomes current they will notify you what to do and how much time you have to respond (usually months before your appication considered abandoned). NVC will send out requests to you in 3 rounds. No new round starts before a respond received from you. So you can delay processing by not responding to requests right away. Ones you responded to all of them your case will be forwarded to the consulate and an interview will be scheduled. Scheduling can be for next month or more. Some consulates are very busy and may take up to 6-12 months to have an interview date. You may request a reschedule if it is still too early by making up some excuse.
3. Ones visa issued you have 6 months to enter.

LC and I-140 together will take a year or more (unless Premium Processing restored and you ask and pay for PP), CP is at least 4-6 months. You can delay things if necessary by slowly responding to requests or intentionally leave out a document during CP from list. NVC has to issue an RFE if a document is missing or not translated to English, etc.
