Time for P3

Dear all,
My I-140 was approved on Mar 25 \'02.
my attorney says it usually takes 2-3 months for the INS to send the approved I-140 to NVC. Then it usually takes 2-3 months for NVC to send the Packet III. The case number will be assigned once NVC sends the
packet III.

can somebody clarify me if the above is correct and what might be the appoximate time frames?

How long is it currently taking for I-140 approval to be forwarded to NVC and from that point to the consulate in Chennai. Any recent delays in the processing?

well my Pk3 came on June 28th. I-140 Approval date was May 20
Nebraska & Chennai..
