Tibetan refugee visiting India with GC

My husband (Tibetan born in India) has obtained GC (based on marriage to me, not asylum) and went to India for a 2 month visit. He didn't apply for reentry permit since he has traveled on his Indian identity certificate (a travel document that is not a full passport) to Europe and the U.S. before. But after the Jan. 27 rule, will he be denied reentry? He's returning Feb. 17. I know he can't apply for the reentry permit from India, but what can he do?

Don't get confused with the jan 27 rule. It only applies to U.S Citizens or Candian citizens. If you have a valid travel document that can be stamped with a green card in hand..you are ok.
