One of of my friends submitted BC, issued by Indian consul/emb on the basis of passport info. I have read posts on this board that INS issues RFE in such cases, and asks to submit other supporting docs.
My friend got approved about a month back without RFE (Oct RD filer) ... and even his lawyer was baffled by this. I guess, it depends on the mood of the officer who handles the case.
All those in similar situation, keep ur fingers X and hope for the best.
