Third photo for OCI appl?

Do we need to attach the third photo anywhere?
One photo each attached to the two sets of OCI app.

Third photo to be just left loose inside the envelope? (worried it may be missed if I put it in loose)
or just a clip attached to one of the application as an extra?

Just put it in the envelope with your CC or MO remittance and mark on the outside that the 3rd photo and CC/MO is in there and paper clip the envelope to 1st copy of application stack.
 
From what I understand it is totally 5 photos not 3 as you have mentioned.

Affix one each on the 2 application copies + 3 in an envelope.

Requirement for # of photos varies from consulate to consulate - SFO asks for 3, some others ask for 5.
 
Can you confirm NYC requirement of the number of photos?

The only authentic source is the respective Consulate's website. For NYC, it is http://indiacgny.org

Please do check that out before you submit your application.

On it, the directions say: "1. One photo on each form and one additional photo"

I'd interpret that to mean 3 photographs total, per applicant.

As with most things Indian, you can see ambiguity, confusion etc. in the instructions, and an overall low quality site experience. The least GOI can do is to first make the OCI/PIO etc. requirements crystal clear, and then make them IDENTICAL across all consulates.
 
I applied through NYC and as per my interpretation of the rules from all sources aggregated, I sent total of 3 pictures - one on each application and an extra one. I havent heard anything negative as of yet......(please see my timeline)
