third country application of canadian immigration

I have heard that there is a change of rule for Canadian immigration. Now new applicants have to file Canadian immigration papers in their home country even though they are living abroad.

Does any one knows about or is it a rumor?

After May 1st only people who are legal in USA and have a visa with validity of more than 1yr from application date will be considered in Buffalo. So bascially illegal ppl or those who are on short term (tourist ETC) CAN NOT APPLY, nor can those who are out of status. But ppl in status with more than 1 yr remaining on Visa can apply (ex F1 or H1). those not eligible to apply from buffalo can still apply from home country
 
Illegal people were never allowed

I had the Canadian Immigration interview in 2000, and there was someone else without an I-94. The immigration officer refused to conduct the interview and asked him to come back with a valid I-94.
