Contrary to popular myth, AOS processing does take longer than a few months. One of the things that really concerns me is that the INS right now is a wounded animal. The House just voted 405-9 to abolish the agency. My understanding is that the nine votes in opposition were cast that way because those members felt the legislation didn\'t go far enough. I am concerned that the current INS personnel, seeing the handwriting on the wall, will be even less concerned with getting their jobs done between now and the time the new agency takes over. Even though many of these same people will move over to the new agency, the management personnel and structure will be different. The current personnel have no incentive to do anything other than put in their time until the new agency starts up. My fear is that things are going to get MUCH worse with the INS before it finally dies a well deserved death.

These are all assumptions and calculations and computations.

Now if u look at Pcee list you will see that 50-60 percent of wac -1-260 to wac-01-270 cases have been approved. This is looking at it in macro aspect.

But there are some individuals whose case have not seen light of day and no rfe/no interview nothing and those individuals are screaming. This is looking at it in the micro aspect.

But INS has a goal - to adjudicate cases within 6 months and I feel that there is intense pressure on INS to reach that goal.

They will keep processing and of course I have the opposite view that INS in particular CSC will suddenly wake up and you will find such a torrent of approvals that this will surprise everyone. - This is also an assumption and I pray that I am correct
 
6 months? I will be happy if they say 12 months, but work systematically

We should not have guys from April/May 2001 waiting while Sept 2001 cases are being approved.

I understand that this is pretty frustrating

But would it make more sense to hold every September approval until each and everyone of April/May cases respond to RFE, or background checks are returned? What you say, may seem fair, but I think it isn\'t. I think what is fair is adjudicate cases as soon as all the information needed is available, and it seems INS works mostly like that (except that we cannot know for sure the reason of certain lengthy delays). What I think would be good is to have standards across the service centers so it doesn\'t matter which officer looks at your case you\'ll be dealt in the same way.

As it is, INS employees doesn\'t have any incentives to work hard. Well, Since each case is unique, they can pull the string as much as they want for cases. So much gray areas they can exploit(RFE/FBI/fingerprint/Mail room union problem etc. Unless, there is a serious accountablity, the new system is not going to improve. Whoever process our Greencard now still going to be part of the separated and newly formed Service division. As we all know, Change management is the tough thing in any organizations unless we add motivational incentives such as stock options, individual/group performance rewards or monetory benefits.
 
one of the problem is

that the funds needed for processing petitions are usually transferred to enforcement branch. This is certainly going to stop. Some of the problems are created by INS itself by creating complicated procedures but If you analyse the situation, number of immigrant/non-immigrant apps has gone up exponentially in last 6-7 years. But number of people working on these apps could not keep up with this growth. I remember one of my H1 transfer in 1996 took only 7 days (there were cases which approved in 3-4 days) it was normal at the time. I think this breakup (in combination with slow economy) will have positive results on overall processing time across the board.
 
thoughts .........

Generally when a company undergo\'s a restructuring .....then in most cases people lose jobs .......but in case of INS , they are restructuring for GOOD .i.e. They are adding NEW jobs ,instead of cutting jobs .

My assumption is this itself is a great motivation to the staff of INS ..ie. they getting to keep their job . May be in the new org they may get higher pay linked to performance .

I am a strong believer that CSC will start approving cases anytime ....

VSC is slowing picking up speed , TSC and NSC are also following suit .....this itself should be a enough proof ........I hope CSC will NOT SIT IDLE .....instead they will approve cases .
