I see that Inqueu got approved. His details are as shown below.
Theory of PD based approvals is also wrong.

Theory works for EB3 xferred cases (VSC --> TSC)

Look at EB3 transferred cases VSC -- > TSC (INDIA), they are pretty consistent. Currently processing up to 04/2004 485 notice date.
