The New Law of PR needing Visa from March 17

There are multiple threads about this. Yes, one needs to have a valid visa stamp in the passport to enter the US on or after March 17 2003.

The only option is to not travel back and forth (US-CAN-US) till ones GC is approved if one has filed for GC. Otherwise, we will have to get a visa stamp, to travel.

Is it possible for a Canadian PR holder (first time landing) to come back to U.S. based on valid H-1b I-797 & I-94 before March 17th by taking advantage for 30 day or less visa revalidation rule ?

Yes, If you are coming back into the US before March 17th, 2003 then you should be able to enter with a valid H-1B, I-797 and I-94. You might be given a flyer by the INS/Customs notifying you about the visa requirement at the border.
