what if a friend of mine doesnot give his finger prints when they asked about it for non citizen for certain countries the thing that nobody told him and he didnot know untell his lawyer told him to give his finger prints for some papers he is working on " papers for immigration " does anybody have the same problem ?

I assume you are discussing about special registration. It looks like your friend missed special registration. Please consult a good immigration attorney to avoid any serious consequences like deportation.
