There has been drop of overall receipts.
The 32 percent drop in November receipts is due partially to the end of TPS for El Salvadorans and the drop in receipts for I-765 employment applications associated with TPS registration. Excluding I-765 applications, other receipts have declined 18 percent for the first two months of fiscal year 2004 when compared to the same period in fiscal year 2003, and 22 percent in November 2003 compared to the same month last year.
However the backlog has increased by more than 2000
