The I-130 and I-129F puzzle

OKay here is a puzzle and the person that can solve it will be nominated for the position of USCIS director!
Currently, the I-129F for spouse is free with an I-130 application. GIven the fact that both applications take about the same time to process, why does the USCIS not eliminate the I-129F and use those resources to process the I-130 faster?
 
Just wanted to find out if anyone has any comments on why this is going on. Was going to contact my senators office and have it reviewed

I have been so frustrated with this N400... haven't had any chance to look for info on I 130 which is something I have to file for my wife as soon as I get my Citizenship. I am hearing that even that is taking so long for many.
 
Yes GhantaBRo, before now it took from 9 - 12 months in the absence of any problems to get it done from beginning to end. No idea how long it takes now. The process is so redundant and slow it has gotten to the point of riduculous. BUt then it is the USCIS.

FYI: I have to apply for my wife-to-be too, so another long road with the USCIS whenever my N-400 gets done
