The Form N-14

A friend of mine passed the citizenship test with flying colors. he forgot to disclose his arrest in 2006 for selling liquor to a minor. He was requested to mail in the disposition ( $500.00 fine). He was on the job two days, and was not informed about this violation ( having arrived in the country shortly before that). He has no other record with law enforcement authorities anywhere else.
In any case, he was asked to follow instructions as per Form -14. However, we have failed to find such a form. I cannot seem to find it listed with UCIS Forms. Can you help or explain what he should do. Many thanks
 
I believe this particular form that your friend got from USCIS at the time of interview is FORM N-14. (this is not a form for the applicant to fill out.)

The Purpose of this document is for IO to request additional information from the applicant, and will most likely need to be complied by the deadline specified.

I'd suggest that your friend seek sound legal counsel based on what is required from him.
