the first 50,000 will not pursue their cases to Visa issuance

It is written in Visa Bulletin

" Since it is likely that some of the first *50,000 persons registered will not pursue their cases to visa issuance, this larger figure should insure that all DV-2007 numbers will be used during fiscal year 2007 (October 1, 2006 until September 30, 2007). "

What does that mean :confused:
 
Many years ago since thre are only 50,000 DV visas issued, the state department only sent 50,000 winning letters. Many of the people did not even proceed with the process, so a large percentage of the 50,000 were wasted each year.

The new procedure that has been in place for many years is to send many more letters, and the people get a priority number. As the state department realizes that some people decided not to show up, or if some people are simply not approved, then they raise the priority number, until eventually all 50,000 visas are issued.
