The deadline for I-485 applications in case the dates retrogressed

Can somebody , please help me with the following question:

When is the deadline for I-485 applications in case that on July visa bulletin(mid July) the priority dates retrogressed....is it 15th July ( before the dates retrogressed) or 31th July?

I would like an accurate answer please, if someone knows.

Dude. Dont worry file your papers ASAP and use EAD and AC21 even if dates retrogress. retrogression can not stop life.
