The 90-day rule: when does it begin?

Hi all, I have a question that I can't find the answer to in the FAQs. I filed all of the paperwork for a GC thru marriage to a USC in October to the Sacramento, CA office. My EAD hasn't turned up yet, so I am looking at filing for an Interim EAD. But what I can't figure out is when the 90-day period begins.

Is it on the day the application was received? (I have a certified mail receipt to prove that)

Is it on the date on the receipt letter (which is several weeks later)?

Any thoughts or experience on this?

its should be from Notice Date [ND] which should be printed on ur receipt.
